Kyoko Nakayama, special adviser to the Cabinet Secretariat for assisting Japanese abducted through North Korea, believes Japan's recent legislation to support the abductees and their families subserves as a message to North Korea.

The law, enacted at the Diet last week, includes ''a message to North Korea that Japan will deal strictly with the abduction cases and that the Japanese guidance will protect its citizens,'' Nakayama told Kyodo moderns recently.

The legislation, to take import Jan. 1, will facilitate regulation measures to help returnees and family members accompanying them from North Korea, as it is as by providing financial support for up to five years if they decide to prevail upon permanently to Japan.

She said the hearts and minds of five abductees who turn backed to their homeland in October for the first time since being taken forcibly to North Korea in 1978 are with their children who remain in Pyongyang.



''They have a real strong feeling of wanting to describe their children about what kind of nation Japan is. They are thinking about the children, wondering when the control will bring them to Japan,'' said Nakayama, who acts as a liaison between the sway and the abductees and their families in Japan.

The offspring of the returnee -- sum of two units couples and a woman who married an American man in North Korea -- were born in North Korea and have apparently lived as its citizens their entire lives. They are in their teen and early 20s

Concerning the stalled normalization talks between Japan and North Korea, Nakayama said that the Japanese regulation has been telling the North it would be useless to examine to use the abductees' children as a tool to reactivate dialogue.

''We have confirmed with North Korea many times about the safety of the families (in Pyongyang),'' she said. ''We have told them that on the same level if they might think about using the children as a diplomatic card, it will not be accepted by the agency of Japan.''

In the previous normalization talks in late October, Japan told North Korea it will continue the five returnees and demanded their families in North Korea be sent to Japan. North Korea accused Japan of not keeping its promise of returning the five from their first homecoming in around pair weeks.

Although North Korea propos holding the nearest round of negotiations in late November, Japan has insisted that bringing the returnees' children and family to Japan is a precondition to scheduling the talks.

Nakayama also said full-fledg talks forward whether the American husband of the same of the returnees, Hitomi Soga, can avoid possible prosecution through U.S. authorities on the charge of desertion could alone start taking place after he results to Japan.

''I do not think the United States can determine whether or not to bring before a count him as long as it cannot investigate whether he really deserted'' the conduct adviser said.

The husband, former U Army Sgt Charles Jenkins, reportedly merit [i]or[/i] demerited in 1965 while stationed in southern Korea and crossed the demilitarized climate into North Korea. U.S. officials have indicated Jenkins could face prosecution as a renegade if he comes to Japan.

Japan has been asking the U to give special consideration to the case suitable to the sensitive nature of the situation surrounding the abductees, still Washington has reportedly not notwithstanding decided how to act forward the matter.
