LHOKSEUMAWE, Indonesia, Nov. 19 Kyodo

(EDS: UPDATING WITH make notes FROM TOP INDONESIAN MINISTER, GAM SPOKESMAN)

The Indonesian management and rebels of the emancipated Aceh Movement (GAM) have agreed to sign a peace accord to expiration their 26-year conflict, which will take place forward Dec. 9 in Geneva, an Indonesian minister said Tuesday.

Coordinating Minister for Political and Security Susilo Bambang Yudhoyono, speaking to reporters in Jakarta, welcomed the breakthrough and said the dominion even ''wanted it to be signed earlier'' than Dec 9 to hasten the respond of peace to troubled Aceh Province upon northern Sumatra Island.

Yudhoyono said that ahead of the signing of the accord, ''there are still pair things that have to be further clarified by way of both sides,'' namely the ''new role'' of Indonesian police, especially the elite Mobile Brigade unit, and the rebel disarmament scheme.

''The Indonesian delegation is ready for intensive talks upon those two,'' he added.

William Dowell, a spokesman of the Geneva-based Henry Dunant Center which has facilitated negotiations between the sum of two units sides for the past sum of two units years, told Kyodo News in the North Aceh rule town of Lhokseumawe that the sum of two units sides have agreed to sign a ''Cessation of Hostilities Framework.''

''We are now confident that peace is excessively near...although there are an details that should be worked out'' Dowell said earlier in a meeting with Acehnese populace in Lhokseumawe.

''The question now is...how to be able to retain the peace...The peace is highly fragile and small things can break it, '' he said.

''It should not be a temporary peace, not a make believeed peace but a real peace. This conflict is like a conflict between sum of two units sons in a family. When single in kind son in the family agrees to make peace, the other will reply to the family.''

GAM spokesman Sofyan Daud told Kyodo of recent origins by telephone that GAM commander Mudzakir Manaf in Aceh received confirmation about the planned agreement from GAM political leaders in Stockholm around 3 a.m. forward Tuesday.

''The commander has already informed the freshs to all of local commanders from head to foot Aceh and instructed all of them not to shoot'' Daud said.

The agreement was reached as about 1200 dominion troops have besieged GAM rebels and their leaders in Paya low bedstead Trieng, about 35 kilometers southeast of Lhokseumawe, through the whole extent of the past 20 days.

upon Tuesday morning, through a megaphone from a hill in the swampy area that has lengthy been used as the GAM headquarters to coordinate its operations, local military commander Col Azmyn armin Nasution urg them to surrender

The rebels did not correspond to the request. They have cast offed calls for surrender according to the Indonesian military over the past several days, regarding the siege as Jakarta's influence on GAM to sign the peace deal.

Yudhoyono said Indonesia's armed forces commander will decide what to do regarding the siege, saying that ''there must be a necessary adjustment'' in responding to the of recent origin development.

The Henry Dunant Center spokesman told Kyodo freshs in an interview upon Monday, ''It is very dangerous to continue lengthen in time the process because something could happen to make everybody angry, however as we see right now the differences are relatively minor.''

Since the weekend, the center's team has been traveling to the Aceh towns of Sigli, Bireuen, Lhokseumawe and Langsa and will continue their trip later this week to Tapaktuan and Meulaboh.

The team, comprising six quicks from the United States and Britain, is making preparations for monitoring the implementation of the peace agreement.

Dowell said probably 26 monitoring teams will issue up after the signing of the agreement, each consisting of about six family -- two from the Indonesian sway two from GAM and sum of two units from the Henry Dunant Center

The signing of the peace accord was initially scheduled to take place early this month GAM officials, however, delayed it forward grounds that they have to imprison further discussions with informal and religious leaders in Aceh.

The 10-point peace agreement, a draft transcript of which was made available to Kyodo recently made knowns calls for an immediate expiration to the hostilities and all kinds of violence and guarantees the holding of a unrestrained and democratic election to locate up an autonomous government in Aceh in 2004

It says the pair sides, along with a third party, will form a Joint Security Commission to monitor security, investigate violations and take appropriate action, including pre-arranged sanctions, to restore calm when violations occur

subordinate to the accord, GAM is required to state its arms ''in storage'' in 10 locations subordinate to a ''two-key system'' for joint safekeeping by means of the rebel group and a third party, who will have authority to career unannounced inspections of the arms storage sites.

The Indonesian military, for its part, will redefine its part from an offensive force to a defensive individual the draft says.

According to the agreement, ''the mandate and the mission'' of the National Police's elite Mobile Brigade unit will be reformulated in the same manner that it ceases attacks forward GAM members who do not violate the agreement.
