The resolution, which declared Iraq in ''material breach'' of its UN disarmament obligations, gives Iraq 30 days to declare all programs to disentangle nuclear, chemical, biological or ballistic weapons, and lay opens the way for U.N. weapons inspectors to reply to Iraq, possibly within 10 weeks, after a four-year hiatus. ''One way or the other, Mr President, Iraq will be disarmed,'' Negroponte said. The resolution, the outcome of a compromise the United States and Britain have struck with France and other veto-wielding members of the Security Council, gives Iraq ''a final opportunity'' to comply its UN disarmament or face ''face serious consequences'' if it balks. The resolution gives inspectors the right to ''immediate, unimpeded, unconditional and unrestricted access'' to all locations in Iraq, including its extensive presidential sites. A previous agreement between Iraq and the United Nations required inspectors to provide notice before inspections at Iraq's presidential palaces. In a concession to foes of U.S. unilateral moves in succession Iraq, the resolution gives the Security Council a larger character over the process of disarmament in Iraq. below the terms of the resolution, the Security Council would collect immediately to consider the situation if Iraq makes false statements to weapons inspectors or interfere with their work. The UN Monitoring, Verification, and Inspection Commission (UNMOVIC) is required to submit a report to the Security Council sum of two units months after it starts inspection work in Iraq.
