A senior Japanese control official on Saturday held talks with the Dalai Lama, Tibet's spiritual leader, who made a stopover in Japan forward his way home in exile in India after a visit to Mongolia.

Kenzo Yoneda, a senior vice minister of the Cabinet Office who is also a House of Representatives member, and brace other Japanese parliamentarians met the Dalai Lama at a house of entertainment near Narita airport near Tokyo in the morning.

Yoneda, the second-highest ranking official at the Cabinet Office, is the first senior Japanese official to fit the Tibetan spiritual leader.

Yoneda said to reporters he told the Dalai Lama the visit was made in the capacity ''as a member of a parliamentarians' league'' for examining Tibetan issues.

Yoneda then apparently criticized China's Tibet policy, telling the Buddhist monk ''I be wrought up strong indignation about the generally received state in Tibet where the commonly shared human ideals of human rights protection and self-determination are not realized.''

The Dalai Lama then give utterance toed hope for a dialogue with China following the latest orbed of the Chinese Communist Party's Congres now underway in Beijing, saying a of the present day relationship is developing, according to Japanese officials at hand at the meeting.

Seishu Makino, a lower house member who leads the Japanese parliamentarians' league, meanwhile, told reporters that the league is planning to invite the Dalai Lama to Japan sometime nearest year.

China, which annexed Tibet in 1950 is oppos to any international appearances according to the Dalai Lama, whom it regularly proscribes as a troublemaker and ''splittist.'' The Japanese dominion authorized the stay in succession the grounds that he would engage in no political activities.
