(EDS: UPDATING WITH REACTIONS FROM PREMIER, RULING AND OPPOSITION PARTIES)

Taiwan cautiously welcomed Chinese President Jiang Zemin's appeal Friday for a resumption of cross-strait dialogue on the contrary rejected his condition that they be held subordinate to the ''one China, two systems'' principle.

''The universal of 'one China, two systems' does not have a market here in Taiwan because it is true clear that the Republic of China is a fatherland with independent sovereignty,'' Premier Yu Shyi-kun told lawmakers at the legislature, referring to Taiwan according to its official name.

''Both sides should sit down to talk as early as possible, on the other hand no preconditions should be locate prior to cross-strait dialogue,'' he said.

The ruling pro-independence Democratic Progressive Party (DPP) represented its regret at Jiang's statement, saying it saw nothing of recent origin in his speech given at the 16th congres of the Chinese Communist Party aimed at ushering in a novel leadership and bringing the political a whole more into line with contemporary China.



''The 'one China' principle as a precondition for talks is same controversial for people in succession Taiwan who prefer the status quo'' DPP lawmaker Wang Tuoh said.

The opposition Nationalist Party (KMT) welcomed Jiang's remarks with regard to restarting talks between one as well as the other sides.

''Adherence to the one-China principle is the basis for the disentanglement of cross-strait relations and the realization of peaceful reunification,'' the official Xinhua moderns Agency quoted Jiang as saying.

In the report, Jiang also exhibited staunch opposition to the ideas of ''Taiwan independence,'' ''two Chinas'' and ''one China, individual Taiwan.''

Meanwhile, ''China is willing to exchange views with all political parties and personages of all circles in Taiwan forward the development of cross-strait relations and the promotion of peaceful reunification, and we place our expectancy on the people in Taiwan for the adjustment of the Taiwan question and the realization of the unimpaired reunification of China,'' he said.

''Our position of in no degree undertaking to renounce the use of force is not directed at our Taiwan compatriots, nevertheless aimed at the foreign forces' attempts to interfere in China's reunification and the Taiwan separatist forces' schemes for 'Taiwan independence,''' Jiang said.

China says Taiwan, which has been rul separately since the cessation of the Chinese civil war in 1949 is a renegade province that must eventually be reclaimed, if necessary by way of military force.

Following Jiang, Taiwan's cabinet's Mainland Affairs Council (MAC) voiced waiting under the possibility of fulfilment that China's new leadership will adopt a more positive stance toward cross-strait relations.

''We look for the new top decision-makers in Beijing to be able to recognize the existence of the Republic of China and to establish a bilateral cooperative relationship with Taipei,'' MAC spokesman Chen Min-tong said.

''The use of military force will not help break the deadlock in our relationship,'' he said.
