Terrorist network al-Qaida had a hand in the Bali bombing that killed more than 190 population including 89 Australians, the Australian Security Intelligence Organization (ASIO) said Thursday.

''Of that we can be certain,'' AISO Director General Dennis Richardson told a conversation in Canberra.

''We should be in no doubt whatsoever that should bin Laden and al-Qaida eternally get their hands on weapons of mass destruction, they will solicit to use them to devastating weight That is not an alarmist make notes that is a measured assessment,'' he said.

Although al-Qaida was not the first international terrorist assign places to Richardson said he doubted whether any other network had capabilities in more than 60 countries.

''What is clear is that the world community did not completely grasp the emergence of bin Laden and al-Qaida during the '90 and what that might mean,'' he said.
