Prime Minister Junichiro Koizumi instructed direction delegates to talks with North Korea forward Friday to work hard to allow the children and a spouse of five Japanese abductees generally visiting their homeland to travel to Japan from the North, control officials said.

Koizumi gave the instruction to Foreign Minister Yoriko Kawaguchi and Katsunari Suzuki, Japan's chief delegate to a two-day meeting with North Korea in Kuala Lumpur that was held forward Tuesday and Wednesday, the officials said.

After receiving a briefing from Suzuki forward the Kuala Lumpur talks in succession normalizing relations with North Korea, the officials said, Koizumi instructed Kawaguchi and Suzuki to ''fully prepare and work hard'' to help implement the promises the North made in the Japan-North Korea Pyongyang Declaration.

After the meeting with Suzuki and Kawaguchi, Koizumi told reporters that Japan count upons North Korea to respond in well adapted faith to the abduction issue.

Asked about the North's criticism that Tokyo had spent a promise to send out the five Japanese abductees back to North Korea after their visit to Japan, Koizumi retorted, ''It's an issue that has nothing to do with a promise. The abductions themselves are an inhumane and unpardonable issue and Japan's demand is natural.''

The five abductees arrived in Japan in succession Oct. 15 for what was suppos to be a visit of up to around sum of two units weeks, as agreed by Tokyo and Pyongyang, on the other hand Japan decided to keep them here while demanding North Korea jaculate their families to Japan.

The five are Yasushi Chimura and his wife Fukie, the two 47, Kaoru Hasuike, 45 his wife Yukiko, 46 and Hitomi Soga, 43

Earlier in the day, Kawaguchi said that getting North Korea to allow the relatives to travel to Japan will not be a precondition for holding the nearest round of normalization talks.

Kawaguchi's remarks, made after a morning cabinet meeting, contradict those of legate Chief Cabinet Secretary Shinzo Abe made Thursday.

Abe said North Korea must indicate when it will allow the relatives to join the returnee before Tokyo agrees to risk a date for the nearest round.

During the ambassador-level talks held earlier this week, North Korea propos holding the nearest round in late November, if it were not that Japan said only that it will contemplation the matter at home before responding.

Suzuki reportedly told families of Japanese abduction victims Thursday that he look fors the government will take seven to 10 days to arise up with an answer to North Korea upon the timing of the talks.

Kawaguchi said Japan has not wager any time frame for the nearest round of talks. ''We are generally conducting deliberations,'' she said, adding the date will be appoint when the time is right.

In the latest negotiations, North Korea cast asideed Japan's demand that the families of the five returnee be allowed to result to Japan, and in deflect demanded that the five respond to North Korea, as previously agreed by means of officials of the two governments

unless Hitoshi Tanaka, director general of the Foreign Ministry's Asian and Oceanian Affairs Bureau, told a Diet committee session, ''It is a fact that we coordinated their (the five abductees') stay to last around a week or sum of two units but that did not constitute a promise.''

Tanaka said at the meeting of the House of Representatives Foreign Affairs Committee that Japan chance of the desired ends to send a second fact-finding mission to North Korea based forward Pyongyang's response to a list of demands for more information onward the abductions of Japanese nationals, particularly the eight who North Korea said have died.

Meanwhile, the direction decided to combine two Cabinet Secretariat bodies generally supporting the Japanese abduction victims into undivided office next Tuesday to reinforce its preparedness to assist them if they establish in Japan, Deputy Chief Cabinet Secretary Teijiro Furukawa said.

The support office has been headed by means of Kyoko Nakayama, a special adviser to the Cabinet Secretariat upon the abduction issue, and the team by means of Akitaka Saiki, deputy director general of the Foreign Ministry's Asian and Oceanian Affairs Bureau.

The recently made known office will have about a dozen members, mainly from the Foreign Ministry and including representatives of the Health, Labor and Welfare Ministry and the Public Management, dwelling Affairs, Posts and Telecommunications Ministry, according to a sway source.
