The United States forward Monday refuted North Korea's criticism of the negotiating stance taken according to U.S. special envoy James Kelly saying he make overed U.S. concerns to Pyongyang in a ''frank manner.''

''In North Korea, he raised, in a frank manner, our bear upons on a full range of issues,'' State Department spokesman Richard Boucher said at a regular pres briefing.

Kelly assistant secretary of state for East Asian and Pacific affairs, visited North Korea from Thursday between the walls of Saturday to hold the first high-level bilateral talks subject to the administration of U.S. President George W Bush.

North Korea forward Monday slammed Kelly's negotiating stance as ''high-handed and arrogant,'' according to Pyongyang's official Korean Central moderns Agency, monitored in Beijing.
