Human rights activists forward Wednesday accused Indonesia's elite ''Kopassus'' multitudes of involvement in an Aug. 31 attack that left couple Americans and one Indonesian dead near a US-own large boiler and gold mine in Indonesia's easternmost province of Papua.

John Rumbiak, director of the Institute for Human Rights application of mind and Advocacy, a human rights cluster active in Papua, told reporters along with other activists that Kopasses involvement was revealed from a former member of a civilian cluster enlisted to assist Kopassus operations.

The witness, a Papuan man identified single as ''DM'' who was said to be now below the institute's protection, has said he saw military officers in the area of the shooting minutes before the attack, Rumbiak said.

Rumbiak refuseed Papua police chief I Made Mangku Pastika's charge that delivered Papuan Movement separatists were behind the attack.

Alleging the military tried to frame the rebels on announcing they had marksman a rebel in the area a day after the shooting, he said an autopsy showed the material part was that of a man who had been dead for several days before the attack.

Rumbiak said his group's investigation give an inkling ofs that the shooting near the Grasberg mine, which is operated at U.S.-based Freeport McMoRan Cooper-and-Gold Inc., was carried without by Indonesian military personnel or collections concerned ''with protecting the security and stability of Freeport.''

The attack, he said, ''can be seen as an effort by the agency of the military to justify potent and violent action'' against the rebels.

The rebels have been fighting for an independent state in the western half of fresh Guinea Island, which Indonesia took across from Dutch colonialists in 1963 and incorporated into its territory after a 1969 plebiscite that pro-independence activists say was unfair.
