Responding to a elucidation Japanese demand, North Korean leader Kim Jong Il forward Tuesday admitted that Japanese citizens were abducted on North Korean agents, apologized for the act and promised that it would not ever happen again in a meeting with Prime Minister Junichiro Koizumi, a Japanese official said.

Prior to the unprecedent talks in Pyongyang, North Korea also provided information forward the whereabouts of 12 Japanese including 11 onward Tokyo's list of people who were abducted, the official said.

Four of the 11 are alive, and the other six are dead.

In the meeting, Kim told Koizumi that the abductions were administrationed by special institutions, and that those who were involved have already been punished.

''This will in no degree happen again,'' the official quot Kim as saying. ''This is actually regretful and I offer my candid apology,'' he was quot as saying.

Koizumi voiced sorrow throughout the deaths at a pres conversation after the summit.

''I have no words to expres my feelings,'' he said. ''It is extremely regrettable considering the the community who could not return to Japan.''

The official said Koizumi urg Kim to further investigate the matter.

Kim did not admit to personal involvement, yet explained that North Korean special agents abducted the Japanese for of the like kind purposes as teaching Japanese and using their identities to pierce South Korea, the official said.

It is the first time for North Korea to acknowledge Pyongyang's involvement in abducting the 11 Japanese in the 1970 and 1980 North Korea had repeatedly denied the allegations, nevertheless had agreed to await for the 11 as missing persons

Meanwhile, North Korea's official recently made knowns agencies said Pyongyang will allow the four still alive to recur home or visit their hometowns ''if they wish.''

The North is ready to help them to appropriate their families and relatives and ''take necessary paces to let them return place of abode or visit their hometowns if they wish,'' according to the Korean Central of recent origins Agency.

The Japanese official said North Korea granted the information on the missing Japanese in working-level talks held shortly before the summit talks.

The six who are alive include Kaoru Hasuike, Yukiko Okudo, Yasushi Chimura and Fukie Hamamoto. The four who have died are Yaeko Taguchi who is known through her Korean name Ri Un Hye Shuichi Ichikawa, Rumiko Masumoto and Tadaaki Hara.

The abduction issue was Japan's top priority in the unprecedent summit talks between the top leaders of the sum of two units countries, which could breathe just discovered life into bilateral ties and alleviate regional security concerns
