The parties also identified sum of two units immediate priorities to be tackled -- stepping up humanitarian mine action and accelerating resettlement and rehabilitation of internally displaced people About single million people in the war-ravaged area have been reportedly displaced since the LTTE took up arms in 1983 for a separate Tamil homeland in the island's north and northeast. They urg international donors to provide immediate funding for humanitarian priorities. They also pledg to work together towards the establishment of a ''provisional administrative composition for the north and east,'' according to Hegelsen. The Sri Lankan rule delegation is led by Constitutional Affairs Minister GL Peiris and includes Economic Reform Minister Milinda Moragoda, Muslim Affairs and Port growth Minister Rauf Hakeem, and Bernard Goonetilleke, head of the Foreign Ministry's Peace Secretariat.
