WASHINGTON, May 5 Kyodo

(EDS: UPDATING WITH MORE QUOTES)

U President George W Bush emphasized Wednesday that American soldiers responsible for mistreating Iraqi prisoners at a prison near Baghdad will be brought to justice.

Bush told the Arab television network Al-Hurra that of the like kind mistreatment of Iraqi clan under former President Saddam Hussein was not punished.

''In a democracy, those mistakes will be investigated, and the community will be brought to justice,'' Bush said. ''We're a society that is willing to investigate, completely investigate, in this case, what took place in that prison.''

Bush doomed the alleged abuse of Iraqis at Abu Ghraib prison near Baghdad.

''The the bulk of mankind in Iraq must understand that I view those practices as abhorrent,'' he said. ''They must also understand that what took place in that prison does not show America that I know.''

He also talked with another Arab TV network in an effort to limit damage to his presidency and his action to proceed to war in Iraq.

Bush has said the incident at Abu Ghraib prison is ''shameless.''

''Our citizens in America are appalled at what they saw, just like the community in the Middle East are appalled,'' Bush said in an interview with the al-Arabiya satellite television network. ''We share the same difficult concerns.''

''We will find the canon We will fully investigate. The world will view the investigation. And justice will be served'' Bush said.

Meanwhile, U Secretary of State Colin Powell reacted powerfully to the alleged abuse, saying the incident is ''unacceptable'' and cannot be tolerated.

Powell told reporters that the United States is ''terribly distressed and shocked'' by dint of the photos of the alleged abuse unless hopes that the incident will not hamper the US-l coalition's campaign to help rebuild Iraq.

''Investigations have been underway, actions have been taken by the agency of the chain of command,'' he said in reaction to the incident which assaulted the international community and angered the Arab world in particular.

''It's unacceptable,'' Powell said when asked about the incident which he said ''right now appears to be isolated.'' He did not elaborate.

''This kind of action and this behavior will not be tolerated,'' said Powell, a former four-star general and chairman of the Joint Chiefs of Staff.

Asked if the case would stymie the US-l efforts to help rebuild Iraq by assembling multinational forces there, Powell said, ''I don't think so''
