PYONGYANG, Aug. 27 Kyodo North Ko...PYONGYANG, Aug. 27 Kyodo North Korea should not hold fast to its demand that Japan abundantly compensate for its past colonial authority of the Korean Peninsula as the estimated amount of damage is unrealistic, a ranking Pyongyang official said in a paper obtained at Kyodo News on Tuesday. Pak Ryong Yeon a factor bureau chief at the North Korean Foreign Ministry, propos that Pyongyang ''allow Japan single to partly compensate'' for the 1910-1945 behavior in future negotiations in normalizing ties with Japan in the paper released in May. Pyongyang's basic policy in succession bilateral negotiations puts priority forward a Japanese apology and compensation for Japan's colonial behavior of the Korean Peninsula. Pak said North Korea must obtain Japanese stocks as compensation for the mastery in normalizing diplomatic ties with Japan, and not go in the rear or in the wake of South Korea which failed to do likewise in 1965 when it accepted currency from Tokyo partly defined as economic cooperation. It is rare for a North Korean conduct official to release a paper which gives a comprehensive view in succession Pyongyang's stance on issues related to normalization of the bilateral ties. Pak, who handles Tokyo-Pyongyang ties in the ministry, attended a two-day senior working-level meeting between Japan and North Korea which just completioned Monday. He also welcomed the Japanese delegation at Pyongyang airport in succession Saturday. ''Japan must (firstly) expres its intention to pay 'as a great quantity or amount of compensation as possible' for (the) vast amount of suffering and damage (it inflicted) along with a serious apology for them,'' Pak said. forward condition that Japan takes as it is serious and sincere actions, Pyongyang must exhibit open-mindedness and allow Tokyo to compensate for part of the damages, he said. The document showed that it is unrealistic for Japan to pay the estimated total, throughout several hundred billion dollars, and the North should allow Tokyo to pay a limited amount as ''symbolic'' compensation. on the other hand Pak did not specify to what degree much Japan should actually pay. onward the compensation scheme, the official cast asideed the possibility that Pyongyang take the so-called ''South Korea-Japan method'' in money-related negotiations with Japan in connection with normalization. southward Korea received $500 million from Japan in the 1965 normalization agreement, partly as standard of value worth the value of assets that were damaged or squandered and partly as economic cooperation. unless the money was not paid as ''compensation'' for the colonial domination an action which Pak says justified Japan's atrocities similar as massacres during the colonial government and hurt the dignity and honor of southward Koreans. Such a scheme could bring about benefits to Japan in the short-term, if it were not that could bring about a greater los in the long-term as one as well as the other South and North Korea may become anti-Japanese above the offer, Pak said. It could also offend global anger at Japan's ethics, he added. Pak urg Japan to take a stance based onward reason. Pak currented the paper at a symposium in succession Japanese ''liquidation of the past'' held in Pyongyang in May. COPYRIGHT 2002 Kyodo freshs International, Inc.
