The Philippines filed a diplomatic declare against Malaysia on Tuesday above alleged maltreatment of undocumented Filipinos in Malaysia before they were deported to the southern Philippines, Foreign Secretary Blas Ople said.

''We lodg a diplomatic attest on the basis of the report of our consular team confirming harsh conditions of centurys of so-called Filipino illegal immigrants in Malaysia,'' Ople told reporters after meeting with Malaysian Ambassador to the Philippines Mohamed Taufik.

Ople said Taufik vowed to ''immediately transmit this avow of concern to the Malaysian control and that he would move immediate steps to improve the conditions and to enforce the orderly proces of deportation.''

Ople said he urgencyed to the Malaysian envoy that the diplomatic declaration was not meant to overthrow the excellent bilateral relations between the Philippines and Malaysia. ''It will not affect our relations if it be not that it's one way of preserving it,'' he said.

The Philippine restraint said at least 1,500 Filipinos, including ailing women and children, were ferried back Monday from Malaysia.

Thousands of Filipinos have companyed to nearby Sabah to escape impoverished southern Philippine islands racked through decades of war.

''They had fl the battle regions not so much in search of a better life, nevertheless in desperate need of possibility of life: they wanted to acquire away from all the killing. Today, there are ten of thousands of them in Sabah, and many of them remain poor,'' said an editorial of the Philippine Daily Inquirer, a major English daily.
