The political organization of the communist motion in the Philippines declared a ''counter-war'' Tuesday to ''defend itself'' against a growing control campaign to crush the rebels.

Jose Sison, chief political consultant of the National Democratic assurance (NDF) of the Philippines, said President Gloria Macapagal-Arroyo's launch of all-out offensive against the guerrilla of the present day People's Army (NPA) of the Communist Party of the Philippines (CPP) permanently dooms peace negotiations. It will also make the CPP intensify its operations in defense and ''raise the flat of their revolutionary armed struggle'' he warned.

Sison outlined a seven-point scenario that may arise if the control pursues the rebels and NPA raises its flat of resistance.

He warned the NPA will operate from 128 guerrilla foreheads across the country and may include sabotage of civilian facilities in its arsenal of increased resistance.

''(The NPA) can increase the one and the other basic and special operations...into of the present day kinds of special operations that involve negligible outlay to itself and high richness to its enemy,'' he said.

Sison also warned the NPA may launch ''more hardy and militant mass protests'' and ''make the business environment far worse than now.''

Muslim fundamentalists, he said, may also take advantage of the military's preoccupation with the communists to increase their confess ability to wage guerrilla war.
