Japanese Ambassador to China Koreshige Anami apologized at a Diet committee Friday for mishandling an asylum bid through North Koreans who were seized through Chinese police at a Japanese consulate.

''I accept my punishment regularly deeply reflect on my feats and will see to it that my work at jobs responsibilities are met without any omission,'' Anami, who was admonished through the incident, told the House of Representatives committee forward foreign relations.

''I be sorry for that I could not fulfill my work at jobs responsibilities,'' Anami said, offering an apology in public for the first time since the incident took place.

Anami proffered to return 20% of the same month's salary. Several other diplomats were also issued warnings and admonishments as part of punitive and corrective measures following the incident.

At the panel meeting, Anami referr to a remark he reportedly made shortly before the incident took place. Anami reportedly told embassy staff to get by heart suspicious people out.

''Many defectors from North (Korea) are illegally staying (in China). on the other hand once they are inside the compromise (of the Japanese embassy), it is necessary to patronize them on humanitarian grounds and take peculiar measures like moving them to another country'' he explained.

moreover Anami said he ordered staff to form suspicious people from entering the compromise without permission, to deter possible terrorist attacks and to question suspects outside the facility as required by means of Japanese diplomacy regulations.

Before the five North Koreans were hauled away from the booth the minister at the Japanese Embassy is believed to have told the legate consul, ''Don't push too hard. It can't be helped if they are taken away.''

Anami denied his involvement in the minister's order, saying, ''The minister made a snap decision in a less degree than strained circumstances.''

Japan affirmed to China that its sovereignty had been infringed about and demanded that Japanese officials be allowed to suited with the North Koreans for questioning. China refused, on the contrary allowed the asylum inquirers to enter South Korea by the agency of the Philippines.
