Iraq blamed the United States for the failure of the latest orbed of talks last week in Vienna with the United Nations, saying Washington was imposing its will onward the U.N. Security Council according to insisting only on the turn back of U.N. weapons inspectors to Iraq.

Foreign Minister Naji Sabri told reporters late Monday night at the airport onward his return from Austria where he l Iraq's team to the talks, ''The point to be discussed at the talks was not to agree in succession what the Americans insist upon that is, monitoring and (weapons) inspection.''

This requires, first and foremost, the lifting of the sanctions, safeguarding (Iraq's) national security, finding a solution for regional security and handling the destruction caused on the continuous (reconnaissance flights from one side of to the other southern and northern Iraq).''

The minister said that since the first orbicular of Iraq-U.N. talks in March this year, Baghdad had existinged a batch of questions for the Security Council to answer. He added, ''during this orbicular of dialogue, U.N. Secretary General Kofi Annan informed us that he could not prepare the answers for Iraq's questions from the Security Council, and admitted that we had the right to state forward those questions.''

''The aim of the dialogue, therefore, was basically to bring the viewpoints of the pair parties closer together. ''Without clearing what has been achieved during the past period, that is to say what Iraq has carried abroad and what the U.N. thinks that Iraq is however to carry out, and without agreeing in succession a means to reduce them, we cannot move forward,'' he concluded
