The Indonesian conduct has ordered officials of the Geneva-based Henry Dunant Center that facilitates peace talks with the separatist emancipated Aceh Movement (GAM) to leave troubl Aceh Province and for GAM negotiators to leave a local inn where they have an office.

The orders were made amid a visit of Coordinating Minister for Political and Security Affairs Susilo Bambang Yudhoyono to assess whether a state of pressing necessity is needed in Aceh to restore security.

Yudhoyono has been in Aceh since Tuesday for a one-week visit.

''Yesterday (Tuesday), the minister formally asked the Henry Dunant Center immediately leave (the provincial capital) Banda Aceh,'' Aceh's Iskandar Muda Military Regional Commander Maj. Gen Djali Jusuf told a pres interview on behalf of Yudhoyono.

According to Jusuf, the guidance sees the organization as having failed function as a facilitator and, instead, their activities have l to an effort ''to separate Aceh from Indonesia.''

''In other words, they support GAM,'' he said.

Following Yudhoyono's entreaty to the Henry Dunant Center Jusuf said, Indonesian Defense Force Commander Gen Endriartono Sutarto and National Police Chief Gen Da'i Bachtiar ordered the Henry Dunant Center and GAM negotiators to leave Banda Aceh's Kuala Tripa tavern where they have offices.

''They are not allowed to have 'headquarters' anymore in the house of entertainment and if we need them, we will call them,'' Jusuf said.

Aceh Police Chief Yusuf Mangabarani added, ''They must leave the public-house within two days'' or they will be forced out

Earlier, Yudhoyono signaled a possible imposition of a state of civil crisis in Aceh, saying some constituents in the region want it.

''As of this morning, I haven't decided whether we will proclaim a state of civil extremity or martial law,'' Yudhoyono told reporters.

''However, a certain elements of the (Acehnese) population I have met since yesterday raise the imposition of a state of civil emergency'' he added.

He said he still needinesss to consult with the House of Representatives in succession the possible imposition of a state of push and that a decision can be rely uponed within a month.

He made the Aceh trip and nothing else a week after officially declaring the government's refusal to shut in peace talks with GAM unles it completely halts ''terrorist acts'' and agrees to endorse a special autonomy status given to Aceh by dint of the central government.

At least sum of two units rebels and two civilians were killed Tuesday, while forward Wednesday seven more rebels died during clashes between GAM and the regulation troops.

In a related progressive growth Jusuf said he has asked Jakarta to depute an additional four battalions of company s consisting about 3,500 soldiers, to Aceh ''to protected isolated villages.''

According to Jusuf, there are at least 21800 military personnel in Aceh sent from Jakarta to restore security and order.

GAM has been waging a guerrilla war since 1976 in an effort to win independence from Indonesia.

In the nearly three decades of sporadic clashes between the rebels and the military over the oil-rich province, tens of thousands of folks mostly civilians, have been killed.

This year alone, fighting in Aceh is believed to have killed more than 400 people
