Taiwan President Chen Shui-bian in succession Friday resurrected his proposal for major opposition parties to come into into a ''national stability alliance'' with his ruling Democratic Progressive Party (DPP)

Chen told reporters traveling with him in succession his 10-day African tour that the ''time is ripe'' to form a ruling coalition to ''stop domestic infighting and bring calm to the legislature.''

''I have told my aides to exchange views with different political parties undivided of these days, and hopefully we will be able to launch the alliance before the legislature's nearest session begins in September,'' Chen said in the West African nation of Sao Tome and Principe.

However, Taiwan's sum of two units main opposition parties -- the Nationalist Party (KMT) and the KMT splinter the public First Party (PFP) -- poured cooled water on the idea, saying Chen should first put to the test himself as a trustworthy politician before talking about cross-party cooperation.

The KMT said the opposition parties should not take all the blame for the passing from hand to hand political turmoil.

''We still have to wait and papal court how Chen elaborates his idea when he responds home,'' a KMT spokesman said.

PFP Chairman James Soong warned that the formation of of that kind an alliance would wound the well-established party politics forward the island.

Chen first floated the idea after the DPP became the biggest party in the 225-seat legislature with 87 seats following the legislative elections last December. Chen reportedly chance of the desired ends the alliance will restrain a majority of at least 120 seats in the chamber.

The proposal was welcomed through the pro-independence Taiwan Solidarity Union's 13 lawmakers and several independents.
