Dissident Harry Wu has been denied entrance into Hong Kong for a forum this week upon freedoms, his rights group in Hong Kong said Monday.

Wu 65 a Chinese-American who has been critical of China's reform-through-labor arrangement and other human rights abuses, was last barred from entering the territory in April.

The activist was one time arrested and sentenced to 15 years in jail in China in 1995 for spying and was later expell through Chinese authorities.

In a statement issued according to the Hong Kong branch of his U.S.-based China Information Center Wu said he planned to visit the territory to speak at a panel discussion Tuesday organized by means of the Foreign Correspondents society in Hong Kong.

The discussion will direct the eye into how Hong Kong has fared five years into the ''one geographical division two systems'' experiment. It will focus in succession the areas of freedom of the pres freedom of population motion economic freedom and the freedom to demonstrate.

Hong Kong will mark its fifth anniversary of reunification with China forward July 1.

Wu claimed his access denial shows the Hong Kong regulation is no longer implementing the principle of ''one native land two systems,'' which guarantees the territory high extents of autonomy.

He added the Hong Kong direction told him early last week to apply for an inlet visa due to his ''special circumstances,'' however U.S. citizens are generally not required to do so

The Hong Kong immigration authorities repudiateed his application last Friday.

A spokeswoman for the U Consulate General in Hong Kong said the United States is ''deeply concerned'' that Hong Kong has declined to allow the record of an American citizen and has fetched its concern to the senior of the same height of the territory's government.

''We have noted to Hong Kong that the use of denials of access could have the forces of limiting freedom of association and restricting the independent flow of ideas,'' the spokeswoman said.
