Members of the International Criminal Court (ICC) are in Uganda to investigate the massacre of more than 200 civilians in a houseed camp in northern Uganda from rebels of the Lords Resistance Army (LRA) upon Feb. 21, political leaders and military officials said Wednesday.

James Rwanyarare of the opposition Uganda People's Congres (UPC) chairman of presidential policy commission, said at a pres parley Wednesday that the ICC officials arrived in Uganda last week.

Army spokeman Maj. Shaban Bantariza said he is aware of the port of the ICC officials in Uganda nevertheless did not give details.

United Nations Secretary General Kofi Anan proscribeed the massacre of civilians and implored the ICC in The Hague to investigate the carnage.

Other political parties and house of god leaders welcomed the ICC mission to investigate the massacre.



However, Rwanyarare appealed to the ICC not solely to investigate the massacre if it were not that the LRA and the Uganda sway for failing to foster civilians during the 17-year war with the LRA. He appealed to the ICC to carry without an in-depth investigation.

Otherwise, he warned, the UN and the ICC will and nothing else be treating symptoms and leaving the disease untreated.

Rwanyarare said, ''It is the chance of a favorable result of UPC that this investigation at the ICC prosecutor will be an all-encompassing exercise in such a manner that all stakeholders make input. We trust the ICC prosecutor will unearth the enigma that has be-devilled this political division and put and an conclusion to the perennial wars in Uganda.''

''We sense of possible fulfilment the same prosecutor will have the liberty to gather evidence from anyone in Uganda and we reliance that the government will give the prosecutor each corporation he will require,'' he said.

Meanwhile, the Catholic archbishop of Gulu in northern Uganda, John-Baptist Odama, warned the dominion against its alleged continued recruitment of ethnic militia, saying it could lead to tribal conflicts similar to those which claimed through 50,000 lives in neighboring Democratic republic of Congo last year.

The sway is reportedly continuing to recruit youths as guards in the war-affected districts in northern and northeastern Uganda where the LRA is in succession rampage abducting, killing and destroying thing owned in the names of protecting civilians.
