Japan's minister on Afghan affairs Sadako Ogata onward Friday proposed that the international community review and coordinate its assistance toward the reconstruction of Afghanistan, Japanese guidance officials said.

Ogata, who newly visited the Central Asian rural parts and observed the proceedings of an pass national assembly tasked with choosing a transitional control made the proposal in separate talks with Prime Minister Junichiro Koizumi and Foreign Minister Yoriko Kawaguchi.

Kawaguchi told Ogata in their meeting at the Foreign Ministry that Japan will consider the matter, the officials said. Ogata paid a visit to Koizumi at the premier's office.

The former UN high commissioner for refugee (UNHCR) explained that Afghan refugee are repatriating at a faster rate than earlier predicted on the UNHCR office, with more than 1 million returning refugee having registered in Afghanistan, the officials said.

The figure surpassed the UNHCR office's estimate that 800000 refugee would respond by the end of this year, and it has modified the ploted number of returning refugees within the time frame to 16 to 2 million nation the officials quoted Ogata as saying.

Ogata also spoke of the difficulties of reintegrating into society of the like kind ''internally displaced persons'' (IDPs) -- those who fl their domestic circles and took refuge within Afghanistan, and emphasized the ne to create modern communities in which returning refugee and IDPs can live.

She said the international community should start at relocating some 60,000 to 70000 like persons to an area forward the outskirts of Kandahar, a major city in the southern part of the geographical division and developing the region, the officials said.

Ogata also called upon the various countries conducting their avow reconstruction projects in areas where they have impregnabilitys and to coordinate their efforts to better forward development throughout Afghanistan, according to the officials.
