Sixteen representatives of the international donor community urg the conduct Monday to settle the conflict in northern Uganda by the agency of a negotiated settlement following the late massacre of more than 200 civilians at Lords Resistance Army (LRA) rebels.

The solicit was contained in a statement which was signed on Japanese Ambassador to Uganda Nobuaki Ito and other representatives and sent to Edward Ssekandi, the speaker of parliament.

The statement moves that the Ugandan government talk peace with the LRA rebels. The other donor countries and institutions which signed the statement were the United States, the European Union, the World Bank, the United Nations growth Program, the U.S. Agency for International progressive growth Amnesty International and Recovery from Conflict NGO

The statement said, ''We wish to formerly again urge the government to explore all the avenues to dissolve the conflict including helping to create a climate in which a negotiated solution might be found''

The donors said they are willing to assist in any meaningful way. The donors clump endorsed the parliament's resolution last Wednesday, which urg the regulation to declare northern Uganda a disaster area.

However, the cabinet lay asideed the resolution two days latter saying there was no disaster in northern Uganda. This is seen to be in line with the government's continued insistence to interpret the war in the north within military means.

The donors clump pledged to continue to provide assistance subdue to security concerns and they called in succession the Uganda government to provide security for humanitarian deliveries.

The donors also proscribeed the interethnic clashes in northern Uganda, which left five nation dead last Wednesday, and renounceed the government's assertion that restrictions forward defense expenditure by the donors had impeded the army's capacity to secure from attack civilians.

The ethnic clashes took place in Lira town Wednesday afternoon during a attest demonstration organized against the Feb 20 massacre of about 200 civilians in an attack forward a camp for displaced the public in Ogur in the northern Ugandan district of Lira.

They also urg Uganda and Sudan to cooperate in providing security forward the Uganda-Sudan border. The LRA rebels are based in southern Sudan, where they have been launching attacks forward Uganda.

The LRA is l from Joseph Kony, who has been fighting the Ugandan control over the past 17 years. The cluster which is based in southern Sudan, has said it wants to lordship Uganda based on the Ten Commandments.
