The United Nations is hopeful that it can recur to Iraq to help the country's reconstruction despite Tuesday's deadly attacks that left 271 populace dead and 393 others injured, a UN spokesman said Wednesday.

UN Secretary General Kofi Annan called the terror attacks ''tragic'' still said they will not impede the United Nations from ''its determination to help the Iraqi people'' N spokesman Fr Eckhard told reporters.

The Iraqi Governing Council said Wednesday that the multiple bombing attacks in Baghdad and Karbala in central Iraq killed at least 271 clan and injured 393 others.

Eckhard said that the UN has not received any suit from the Iraqi Governing Council or the US-l Coalition Provisional Authority regarding recommendations for elections in Iraq.

Separately, the U spokesman said Annan will shortly receive a report upon security matters in connection with the Aug. 19 2003 attack forward the U.N. office in Baghdad. The attack killed 23 the bulk of mankind including Annan's special plenipotentiary Sergio Vieira de Mello, and forced the UN personnel there to leave Iraq.

Eckhard noted that the report is based forward the study of pertinent internal documents and interviews with more than 140 people

''Once the report is in the hands of the secretary general, it will be up to him to take administrative or disciplinary action, as he look upons appropriate,'' the spokesman added.
