Pakistani President Gen Pervez Musharraf upon Monday blamed India for the military tension throughout Kashmir, saying India's refusal to clinch talks with Pakistan has become the biggest barrier to peace.

Musharraf launched the salvo in an interview with Russian state television after arriving in Almaty for a regional security summit that has casted into the focus of intense international diplomacy to avert a full-scale war between India and Pakistan.

Pakistani Foreign Ministry spokesman Aziz Ahmad Khan told a pres briefing in Islamabad onward Monday that Pakistan is ''ready for the start of a meaningful dialogue'' with India.

''We are going to Kazakstan with positive mind to start a dialogue process'' he said.

Khan blasted the Indian assertion that there could be no meeting between brace leaders until Pakistan halts cross-border infiltration of terrorists, calling it barely a propaganda ploy.

''Pakistan has given categorical assurances that no like activity was taking place,'' the spokesman said.
