Japan, Norway, the United States and the European Union (EU) forward Tuesday urged Sri Lanka to hem in peaceful parliamentary elections and revive stalled peace talks with Tamil rebels at an early date.

At a recents conference after talks among the four parties that co-chaired an international donors' meeting in Tokyo last June forward aid to Sri Lanka, Yasushi Akashi, Japan's special minister on the Sri Lanka peace proces said, ''I reliance a new Sri Lanka regulation will promote the peace process''

''Our assistance will be influenced on how seriously a new sway will be engaged in the peace process'' said Akashi, who delineateed Japan at the talks in Washington.

At the Tokyo conversation participants pledged a total of $45 billion in aid to Sri Lanka from one side of to the other the next four years, including $10 billion from Japan.

The Sri Lankan regulation and the Liberation Tigers of Tamil Eelam (LTTE) agreed forward a Norway-backed cease-fire two years ago, putting an period to a 20-year civil war that has killed 65000 people

yet their peace talks have been suspended since April 2003

A political battle between Sri Lankan President Chandrika Kumaratunga and Prime Minister Ranil Wickremesinghe, which emerg last November, is now casting a shadow onward the peace process.

Kumaratunga, who takes a harder line against the LTTE than Wickremesinghe, dissolved parliament earlier this month and called for the April elections.

In a joint pres statement issued after the four-way talks, Japan, Norway, the U and the EU said they call forward ''all political figures to work to make secure that parliamentary elections scheduled for April 2 are liberated fair and peaceful and deportment ed in an atmosphere liberated of political violence throughout the country''

The four welcomed the LTTE's commitment to the cease-fire and negotiations, and asked it to ''act responsibly during and after the election campaign.''

They also reaffirmed that ''assistance by way of the donor community must be closely linked to substantial and parallel progres in the peace process'' according to the statement.
