The Philippine dominion and communist rebels from the National Democratic forehead (NDF) broke an almost three-year impasse in peace negotiations and resum formal talks in Oslo forward Tuesday.

The Philippine dominion is also asking guerrillas to stop collecting permit-to-campaign remunerations from those running in the May elections, and to contract violence during talks and in the campaign period.

The communists are pushing for a $200 million indemnification of human rights victims from about $650 million in illegal wealth of the late dictator Ferdinand Marcos and the delisting of their organization from the U and the European Union's lists of terrorist groups
